I am commanded by My Lords Commissioners of the
Admiralty to refer to the arrangement under which in
consideration of a contribution of 2,000,000, which the
Hong Kong Government undertook to make to the cost of
constructing a new Armament Depot, My Lords agreed to
surrender to the Government Kellett's Island and the
Arsenal Yard (vide Colonial Office letter of the 9th
September, 19316

This arrangement was duly carried out, but during
the past year, owing to the critical situation in the Far
East, and the consequent urgent necessity for the expansion of
Naval Establishments at Hong Kong, My Lords have been in
communication with the Hong Kong Government with a view to
the re-acquisition of the greater part of the Arsenal Yard
